Kaiser sponsored legislation placing the responsibility for on-farm enforcement of animal welfare statutes with the Department of Agriculture instead of agents of non-profit organizations unfamiliar with normal farming practices. The legislation also would require training for humane officers and create possible government oversight of humane organizations.
