Scope and Contents

The collection reflects the entire legislative career of Ralph Kaiser. While in office, he was very interested in trying to find solutions to constituent problems or requests. The amount of correspondence received in Kaiser's office indicates a personal connection with his constituents. Many thank-you notes are found in the Correspondence series. One issue that Kaiser strongly pursued was legislation giving more support to humane officers. He felt these officers needed more training, more responsibility and more government oversight. He felt that the S.P.C.A. and other animal welfare organizations did not receive enough support and funding from government agencies. Kaiser was also a strong proponent of promoting Pennsylvania, specifically the Pittsburgh area, to the film industry. He worked to create legislation removing certain fees for film companies to work in Pennsylvania. Reforming DUI laws was also something that Kaiser introduced in several terms. During the reapportionment in 2001, Kaiser and other legislators voiced their displeasure with the Democratic leadership at the time who, Kaiser felt, did not support his and his colleagues' best interests.� In the end, Kaiser decided not to run for reelection in 2002. The collection contains a wide variety of materials covering all aspects of Kaiser's time in the House.
