Scope and Contents

Kaiser sponsored legislation placing the responsibility for on-farm enforcement of animal welfare statutes with the Department of Agriculture instead of agents of non-profit organizations unfamiliar with normal farming practices. The legislation also would require training for humane officers and create possible government oversight of humane organizations. File contains research, copies of bills, notes, correspondence, brochures, and other material related to cruelty to animals.
