An Act amending Title 66 (Public Utilities) of the Pennsylvania Consolidated Statutes, removing certain utilities from the sliding scale of rates provision. Also fixing the qualifications of specific individuals, establishing procedures for the selection of citizen representatives, prohibiting discontinuance of certain public utility service during certain periods and empowering the commission to conduct certain annual studies on federal tax credits and deferrals.
