Scope and Contents
The Committee's final recommendations were that school districts and Intermediate Units should be prohibited from using school facilities and personnel to conduct comprehensive health care treatment programs, including screenings and evaluations related to the diagnosis of physical or mental health problems. School districts and Intermediate Units should be prohibited from making any referrals of students for health services, including mental health services, to anyone unless they have given written and informed consent for each referral. The Committee also recommended that safeguards should be established to ensure that student and family information is not transmitted to any person other than a person authorized by law to receive such information.
The Select Subcommittee on Education presented its Final Report on November 20, 1996.

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
