On January 31, 1995 House Resolution 37 was introduced and referred to the House Rules Committee by Representatives Rohrer, Pitts, Stairs, Egolf, Yewcic, Armstrong, Fairchild, Saylor, Farmer, O’ Brien, Bunt, Lynch, Hess, Thomas, Dempsey, Trello, True, Civera, Pettit, and Wogan. It was reported and amended as on February 1, 1995. It was further re-committed to the House Rules Committee and re-reported on February 13, 1995. It was finally amended and adopted on February 14, 1995. HR 37 was a resolution providing for an investigation of the impact of recent changes in law, regulation, and policy at the Federal and State level relating to education standards and goals and to student social, emotional, and behavioral development upon the system of public education at the local level.

It was resolved that the Select Subcommittee be composed of seven members of the Education Committee with four members of the House Majority Party to be appointed by the Select Subcommittee Majority Chairman and three members of the Minority Party to be appointed by the Minority Chairman of the Committee. The following members were appointed to serve on the Select Subcommittee: Representatives Rohrer (Majority Chairman), Stairs, Egolf, Nyce, Sturla, Mundy, and Cowell (Minority Chairman). The Select Subcommittee on Education held meetings and public hearings at both the Capitol and other locations around the Commonwealth. The House Appropriations, Education, and Health and Human Services Committees helped assist the Select Subcommittee.

Scope and Contents The Committee's final recommendations were that school districts and Intermediate Units should be prohibited from using school facilities and personnel to conduct comprehensive health care treatment programs, including screenings and evaluations related to the diagnosis of physical or mental health problems.
