Intergovernmental Affairs Committee, 2007-2008
Scope and Contents
The 2007-2008 Intergovernmental Affairs Committee had several specific goals for the session. They hoped to "examine the distribution of federal funding/unfunded mandates to Pennsylvania and evaluate the impact on Pennsylvanians," especially in the areas of schools, ports and airports; "develop a legislative proposal to improve Pennsylvania's response to emergencies," especially in the areas of public safety, terrorism and disasters; "encourage the U.S. Congress to adopt an 'Identity Theft' statute;" and "strengthen Pennsylvania's Information Security and Technology Systems," especially in the area of sales tax on the internet (Box 1, Folder 4).
In working towards these goals, the Intergovernmental Affairs Committee met as a full committee as well as having two subcommittees: the Federal State Relations Subcommittee and the Subcommittee on Information Technology. The Committee, as a whole, held public hearings on the following topics: First Responder Building Mapping Systems; establishing a Pennsylvania Geospatial Coordinating Council (House Bill 1304); the National Popular Vote (House Bill 1028); Immigration; establishing a Select Committee on Trade Policy (House Resolution 226); Subprime Mortgage Lending and Housing Crisis (House Resolution 418); the Real ID Act of 2005; and the Interstate Compact of Education Opportunity of Military Children (House Bills 2518 and 2566).
Notable in this collection is the evidence of care the committee Chair, Democrat W. Curtis Thomas, took in discovering the issues on which his fellow committee members wished to focus their attention during the two year session. Box 1, Folder 4 contains surveys and responses indicating the issues which committee members thought most important.
The meeting and public hearing files almost always include agendas, minutes, attendance records, vote records and bill information such as amendments or analysis. In addition, some files contain statements or testimony regarding bills or issues.
The 2007-2008 Intergovernmental Affairs Committee was chaired by W. Curtis Thomas. Fellow democrats chairing subcommittees were John Sabatina, Chair of the Federal State Relations Subcommittee and Rosita Youngblood, Chair of the Information Technology Subcommittee. Michael O'Brien served as secretary. Republican David Steil served as Minority Chair, Keith Gillespie served as Minority Chair of the Subcommittee on Federal State Relations and Kerry Benninghoff served as Minority Chair of the Information Technology Subcommittee.
