Select Committee on the Operations of the House (HR 122), 1977-1978
Scope and Contents
The Committee consulted studies that had previously been done on the subject, including the report of the Commission for Legislative Modernization titled "Toward Tomorrow's Legislature." Members also drafted a lengthy questionnaire that was given to current House Members in order to gauge their opinion of matters being considered by the Select Committee. The final recommendations of the Committee included the creation of the Bipartisan Management Committee, making the job of the Chief Clerk a full time position, and the establishment of the Comptroller position, among other things. The Preliminary report of the Committee was presented to the House of Representatives in November 1978.

Method of Acquisition
Pursuant to House� Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing� the management and disposition of historically valuable committee material,� the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
