On April 4, 1978, the Pennsylvania House of Representatives passed House Resolution 122, which had been drafted by the majority leader, K. Leroy Irvis, and the minority leader, Robert J. Butera and provided for an investigation into the operations of the House of Representatives. Members of the Select Committee included John Pittenger, John Ingram, and Sidney Wise.

Scope and Contents
The Committee consulted studies that had previously been done on the subject, including the report of the Commission for Legislative Modernization titled "Toward Tomorrow's Legislature." Members also drafted a lengthy questionnaire that was given to current House Members in order to gauge their opinion of matters being considered by the Select Committee.
