Scope and Contents

In the Committee’s Final Report, the Committee found that Pennsylvania’s senior citizens were impacted the most by the rising cost in prescription medicine. The Committee determined that State assistance programs had unfair and un-realistic income requirements that excluded many individuals from qualifying for prescription drug discounts. Some of the recommendations of the Select Committee were to eliminate high insurance deductibles, to expand the Pharmaceutical Assistance Contract for the Elderly (P.A.C.E) so as to include most senior citizens and to control the price of life-sustaining drugs. The Select Committee proposed the use of tobacco settlement funds to provide prescription drug coverage for hundreds of thousands of Pennsylvanians.

This collection is arranged alphabetically by subject and then chronologically by date. The bulk of these records contain the attendance sheets from the hearings held by the Select Committee. Transcripts from several of the hearings are located in the Archives and Records Center. The Final Report was submitted to the House of Representatives in November 2000 and is among these Select Committee records.

Method of Acquisition

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
