Select Committee on Domestic Violence and Rape Crisis Services (HR 229), 1989-1990
Scope and Contents
Three public hearings were held regarding this subject, and testimony was heard by experts in the field, service providers, law enforcement personnel, and survivors of rape and domestic violence. The Committee made recommendations to increase state funding levels for rape crisis and domestic violence programs, and initiatives that would not require funding. Their suggestions covered the introduction of new legislation that would protect the rights of victims and provide for funding for new programs. The Committee also recommended that the Department of Public Welfare develop a task force to investigate the same issues, and require more complete background checks for foster parents. Their final report was submitted to the House of Representatives in June 1990.

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
