On December 6, 1989, House Resolution 229 was adopted by the Pennsylvania House of Representatives, creating a Select Committee to study the availability of services for victims of domestic violence and sexual assault. Members of this committee included Connie Maine (chairwoman), Kevin Blaum, James Clark, Lois Hagarty, Kenneth Jadlowiec, Stanley Jarolin, Ted Kondrich, Karen Ritter, and Leo Trich Jr. The final report was presented June 25, 1950.

Three public hearings were held regarding this subject, and testimony was heard by experts in the field, service providers, law enforcement personnel, and survivors of rape and domestic violence.
