Scope and Contents

The Task Force held two public meetings and one Public Hearing. Testimony was received from the parents of mentally retarded children, The Pennsylvania Association of Resources for People with Mental Retardation and The Deputy Secretary of Mental Retardation for the Department of Public Welfare.

The bulk of this collection is composed of attendance and votes from the Task Force’s meetings. These records provide minimal supporting documentation of the Task Force’s investigation and contain none of its recommendations. One transcript from the public hearing held on August 25, 1999 is housed in the Archives and Record Center. The Task Force was not required to submit a Final Report to the House of Representatives.

Method of Acquisition

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
