House Resolution 15 established a Task Force to study the Mental Retardation Service Systems in Pennsylvania on February 3, 1999. This Resolution was created to continue the investigation begun in the 1997-1998 Session. House Resolution 15 resolved that a special task force be created to investigate, review and recommend legislative remedies to improve the Commonwealth’s mental retardation services system. The Task Force was composed of Representatives Russ Fairchild (chairman), Tom Druce, Scott Hutchinson, John Maher, Jane Orie, Pat Vance, Todd Eachus, Linda Bebko-Jones, David Levdansky, Joseph Markosek, Don Walko, John Taylor and Louise Bishop.
