Select Committee for School Safety (HR 53)
Scope and Contents
House Resolution 53 was introduced by Representative Gary Day on January 30, 2013 and adopted March 13 of the same year. HR 53 created the Select Committee for School Safety to investigate security policies and procedures in Pennsylvania schools. The Committee was chaired by Representative Gary Day (R, Berks/Lehigh) with Cherelle Parker (D, Philadelphia) serving as Vice Chair. Four public hearings were held to receive information from representatives of educational institutions, both public and nonpublic, law enforcement, the Pennsylvania Department of Education, attorneys, parents, and students. The final report was presented to the House November 20, 2013. Recommendations in the final report included the increased use of security equipment in schools (cameras, identification badges, panic buttons, etc.), more collaboration between schools and law enforcement, and more emergency training for school personnel. The Committee stressed in the final report that it "does not recommend that school personnel, with the exception of property trained school police officers, SROs, and school security officers, be armed, as they do not possess the adequate preparation and training required in order to undertake such a role."

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
