The Select Committee for School Safety was established on March 13, 2013, with the adoption of House Resolution 53, to investigate and make recommendations concerning safety and security in public and nonpublic schools and institutions of higher education in Pennsylvania. The Committee was tasked to review current security policies and procedures and current State laws and regulations related to school safety and security. Additionally, the Committee would make recommendations regarding early detection of potentially violent perpetrators and any potential budgetary, revenue and governance reforms necessary to address these matters. A final report with any recommendations was to be submitted in September 2013.

Scope and Contents House Resolution 53 was introduced by Representative Gary Day on January 30, 2013 and adopted March 13 of the same year. HR 53 created the Select Committee for School Safety to investigate security policies and procedures in Pennsylvania schools.
