Scope and Contents

This collection is comprised of working files that Kathy Manderino produced and utilized during her time as a Representative in the Pennsylvania House from 2007-2010. Manderino's dedication to her constituents resulted in a collection that includes research, correspondence and amendments to Legislative Reform and her legacy bill that became a law: House Bill 1639 regarding Child Custody laws.

The bulk of this collection contains comprehensive research related to Kathy Manderino's greatest contribution and legacy bill during her tenure, House Bill 1639. House Bill 1639 made family court in Pennsylvania equal and family-friendly. Specifically, the law changed the way cases involving divorce, custody, and child-support are managed from a procedural context. Extensive research on joint custody laws in various states, copies of Senate Bill 74, House Bill 418, 463 and related amendments are combined in this collection. In addition, testimonies from attendees at the Joint Custody Hearing relevant to House Bill 1639, notes, correspondence, meetings, amendments, law cases on parenting plans in various states are included.

As chair of the Ethics committee and Speaker's commission on Legislative Reform, Manderino maintained correspondence, meting notes, amendment drafts, ethics manuals, and various research related to establishing standard codes of conduct and rules to be enforced by a stronger Ethics Committee. Included in the collection are presentations on Ethical conduct which incorporates investigation history, State Commission Opinion: In regarding Jeffrey Habay and the Habay decision, outlines of proposed changes to House Rule 47, House Bill 112 which clarifies Insurance Company Law, House Rule amendments to Rule 49 (Committee Action), and the Speaker's Reform Commission's Proposed Rule Changes.
