The title of this folder "Noncon" is the case designation name for the investigation into the relationship between the awarding of non-bid contracts by the State and political contributions.
This folder contains memos about interviews, and documents submitted by Victor Sonder, Gary Levitt, and Irv Sagorsky regarding contracts with the Department of Reveue.
