Biography
Created by House Resolution 98, which passed on June 11, 1973, this committee was created to investigate "State Agencies involved in purchasing, leasing construction and disposal of commonwealth property, services and supplies in the House of Representatives. This committee was bipartisan, and consisted of 4 members from the majority Republican party and 3 members from the minority Democratic party. Members were appointed by the speaker. The committee investigated contracts and political contributions from the Department of Property and Supplies, Department of Highways, PENNDOT (Pennsylvania Department of Transportation), Leasers, various Government Employees and other Auto Industries. The committee submitted a final report on November 27, 1974. They concluded that there was "widespread and systematic abuses in the Department of Transportation, General State Authority and the Department of Property and Supplies." In response to their findings, the committee members recommended further investigation, a change in the office of the Attorney General of Pennsylvania from an appointed to an elected position, creation of an Independent Commission, fillings with the Bureau of Election by legislative mandate, the abolition of the General State Authority and the replacement of it by the Department of Building and Construction and assimilation of PENNDOT employee into the civil service system.
