The Select Committee heard testimony from experts and citizens at over ten hearings held around the state, which alerted them to Pennsylvania’s need for more planning at every level of government, including state, county, regional, and local. The state had no comprehensive policy for dealing with land use and growth management. After extensive study of the issue, the members recommended that a strong state planning board be established with the authority to establish goals, regulate growth where needed, and enforce its actions. The planning board would also have control over the Commonwealth’s Capitol Budget and be empowered to hold hearings as needed and make recommendations to the Governor. They also advised that the General Assembly study similar plans, which had been successfully implemented in other states. In addition, the committee outlined new responsibilities for country and regional planning. Realizing that most problems occurred locally, the committee members outlined a comprehensive local plan which forced municipalities to exercise zoning, subdivision and land development regulation. The final report of the Select Committee on Land Use and Growth Management was presented to the House of Representatives on June 24, 1992.
