The Select Committee on Land Use and Growth Management was formed under House Resolution 319, which was passed unanimously by the Pennsylvania House of Representatives on May 23, 1990. The committee was to examine the issues and problems relating to land use, development, and growth management in the Commonwealth of Pennsylvania. The members of the committee were appointed on June 18, 1990, and included Samuel Morris (chairman), Anthony Colaizzo, Joseph Battisto, A. Carville Foster Jr., Gregory Snyder, Frank LaGrotta, P. Michael Sturla, James Gerlach, Robert Freeman (replaced chairman Morris during 1991-1992 session), Curtis Bowley, Patricia Carone, Timothy Pesci, Ellen Harley, David Heckler and Robert Reber Jr. The large number of committee members is accounted for by the fact that its inquiries extended into the following session year, 1991-1992.
