The Select Committee held hearings, took testimony and made investigations at such places as it deemed necessary in the Commonwealth. Each member of the committee had power to administer oaths and affirmations to witnesses that appeared before the committee. The Select Committee made a final report of its findings and recommendations to the House of Representatives in November 1998.

Members of the Committee included Edward Krebs, Chairman, Brett Feese, Ronald Marsico, Steven Nickol, Jane Orie, Ivan Itkin, David Levdansky, William Lloyd, and Kathy Manderino.
