The Commission was charged with analyzing various reorganization strategies, assessing cost benefits that are associated with reorganization, analyzing correlation between the various designs, assess the potential applicability of various strategies in PA and attempting to identify any State statutory and regulatory impediments that may have existed that would have implemented reform strategies.
