In 1997, House Resolution 133 created a Legislative Commission to Study Restructuring Pennsylvania’s Urban Schools as a result of many Pennsylvanians believe that urban schools were failing to provide an efficient and effective education for students and that urban schools were too large, too bureaucratic and may be obstacles to educational excellence.
The Commission was made up of seventeen members, but only six were Representatives: Pat Browne, John Taylor, George Kenney, William Robinson, Michael Sturla, and Anthony Williams.

The Commission was charged with analyzing various reorganization strategies, assessing cost benefits that are associated with reorganization, analyzing correlation between the various designs, assess the potential applicability of various strategies in PA and attempting to identify any State statutory and regulatory impediments that may have existed that would have implemented reform strategies.
