A total of four public hearings were held in accordance with the Sunshine Law, which resulted in testimony from over twenty-two witnesses representing various groups including the General Assembly and concerned citizens.

Their report was submitted to the House of Representatives on March 10, 1993. As a result of the suggestions of this committee, House Resolution 37 was created and passed by the House on March 17, 1993. The resolution provided for the adoption of the permanent rules of the House. In addition to this, the resolution rescinded previously inconsistent rules, directed the Rules Committee to adopt certain amendments to the Expense Account Guidelines and gave authority to the Bipartisan Management Committee for member’s vehicle leases, office equipment and office lease payments.
