Scope and Contents

A total of four public hearings were held in accordance with the Sunshine Law, which resulted in testimony from over twenty-two witnesses representing various groups including the General Assembly and concerned citizens.

Their report was submitted to the House of Representatives on March 10, 1993. As a result of the suggestions of this committee, House Resolution 37 was created and passed by the House on March 17, 1993. The resolution provided for the adoption of the permanent rules of the House. In addition to this, the resolution rescinded previously inconsistent rules, directed the Rules Committee to adopt certain amendments to the Expense Account Guidelines and gave authority to the Bipartisan Management Committee for member’s vehicle leases, office equipment and office lease payments.

This collection is arranged into three series: House Resolution; Meetings, Tours and Public Hearings; and Subject Files. It includes background information on House Resolution numbers 17 and 37, notes from the committee meetings, correspondence regarding the committee, testimony gathered from the public hearings, and photocopies of articles that appeared in various newspapers during this time. The final report of the Select Committee on Rules Review and the report of the Bipartisan Management Committee are also included.

Method of Acquisition

Pursuant to House Rule 45 of the Pennsylvania House of Representatives (titled “Powers and Duties of Standing Committees and Subcommittees”) governing the management and disposition of historically valuable committee material, the secretary of the committee must record the attendance of Members and any votes taken, the minutes of the meeting and records, bills, and other papers in the possession of committees and subcommittees which must be submitted to the Chief Clerk at the end of every two year legislative session for permanent archival storage.
