Scope and Contents
An Act amending Title 66 (Public Utilities) of the Pennsylvania Consolidated Statutes, further providing for the inspection and monitoring of certain facilities; for construction of electric generating units; further empowering the commission to conduct certain annual studies on federal tax credits and deferrals; further providing for the increased use of coal by electric utilities; requiring competitive bidding for purchase of coal by contract for certificates of need and reliability for major electrical generating facilities; removing certain utilities from the sliding scale of rates provision; providing for the removal of certain utility facilities from rate base calculations in the event of extraordinary outages; prohibiting discontinuance of certain public utility service during certain periods; regulating billing practices; further providing for customer notifications and estimates of service charges; further providing for management audits; providing for citizen representation on the boards of directors of certain public utilities; fixing the qualifications of such individuals; establishing procedures for the selection of citizen representatives; further providing for the transportation of school chaperons and making conforming amendments to Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes.
