An Act authorizing video gaming terminals at racetracks; conferring powers and imposing duties on the Division of the State Lottery, the State Horse Racing Commission, the State Harness Racing Commission, the Department of Health and the Attorney General; providing for video gaming terminals and for specifications; providing for the division of income, for accounting and for electronic transfer of funds; establishing the Pennsylvania Standardbred Breeders Fund, the Video Gaming Fund, the Education Equity 501 Trust Fund, the Compulsive and Problem Gambling Treatment Fund and the Backside Improvement Fund; providing for the compulsive and problem gambling program; establishing the Backside Improvement Board and providing for its powers and duties; and making an appropriation.
