Ralph E. Kaiser was born August 27, 1950 in Pittsburgh, Pennsylvania. After receiving a B.S. in business administration from Robert Morris College in 1973, he received a certificate in effective resource management at Penn State University in 1989. He was a steel worker for U.S. Steel and was elected a councilman for Brentwood Borough. Kaiser was elected in 1988 to represent the 41st district (Allegheny County) as a Democrat in the Pennsylvania House of Representatives. He served in the office for six consecutive terms (1989-2002). He then went on to be the director of government affairs at WQED, a public television station.
