biographical statement

The Select Committee on Higher Education was formed as a result of House Resolution 181, which was adopted on June 20, 1995 by the Pennsylvania House of Representatives. The resolution was a result of inquiries from discussions on the 1995-1996 budget hearings on the institutions of higher education. The Committee was established to examine issues concerning higher education in Pennsylvania’s state institutions, such as faculty activities, tuition fees and discounts for university employees and their families, honoraria for university employees, employee sabbaticals, and professional staff travel expenses. Members of the committee included John Lawless (chairman), Elaine Farmer, Ronald Raymond, Jeffrey Coy, and Ruth Rudy. Public hearings were held in Harrisburg and Lock Haven in accordance with the Sunshine Law. The final report of the Committee was given to the House of Representatives on December 13, 1995.

Scope and Contents In its final report, the Select Committee recommended items such as taking sabbatical leave only when professional development or health reasons interfered; requiring state institutions to use a common travel agent and adopting stricter guidelines for travel reimbursement; and developing more specific guidelines for record-keeping and use of non-preferred appropriations.
