An Act amending the "Public Welfare Code," approved June 13, 1967 (P. L. 31, No. 21), further providing for the determination of income in relation to eligibility for assistance; providing for the operation of vending facilities by licensed blind persons; creating a Committee of Blind Vendors; and imposing duties on Blindness and Visual Services.
