Act 27 of 2008 was originally introduced as Senate Bill 246 by Senator Stewart Greenleaf. The law prohibits smoking inside many public places (restaurants, workplaces) but does offer exemptions for certain drinking establishments, private clubs, casinos, tobacco shops, and nursing homes. Belfanti, a smoker at the time this bill was introduced, was opposed to a total ban and was in favor of the exemptions.

Scope and Contents Located in Columbia County, the borough of Centralia has been the home to an underground mine fire since 1962, causing the Commonwealth of Pennsylvania to claim all properties under eminent domain in 1992. The population was reduced to very few families living in the borough as of 2010, even though the postal zip code was revoked in 2002.
