Enclosed is a packet conceived to help the Task Force on Government Service Efficiency with its mission to conduct a thorough study of ways in which the Commonwealth can enhance service efficiency at minimal public cost.

The Task Force was created by Senate Resolution 178 of 1989-1990. George Saurman was appointed as a member of this task force.

Improve Management Performance and Cost Control Task Force (IMPACCT) was established by House Resolution 235 of 1995-1996. Its mission was to study the management of current government operations and make recommendations of cost-cutting measures.

This is the Task Force's final report. George Saurman, at this point retired from the PA Legislature, was appointed a chair of the Task Force.
