An Act providing for rural telephone access and availability and for functions of the Pennsylvania Public Utility Commission; and making a gross receipts tax determination.

Amends Act 537, the Pennsylvania Sewage Facilities Act, to allow for the use of holding tanks for new construction on lots of less than one acre created before 1972.

Authorizes the Department of General Service (DGS) and the Pennsylvania Historical and Museum Commission (PHMC) to grant and convey approximately 29.10-acres of land and improvements, known as Old Mill Village Museum, located in New Milford Township, Susquehanna County to Associate Members of Old Mill Village Museum, Inc. for $1.00.
