Provides that the standard of time in the Commonwealth shall be daylight saving time.

Provides for mandatory minimum sentences where a defendant is convicted of committing any of certain serious, enumerated crimes on public transportation property.

Gives commissioners of counties of the third through eighth class the power to establish an investment program for funds of the county.

Authorizes the establishment of a National Veterans Cemetery in Philadelphia.

Authorizes the creation of agricultural districts.

Grants tax credits to certain business entities which donate property to certain educational institutions.

Provides for a non-preferred appropriation to the Beacon Lodge Camp.

Amends the Mental Health Procedures Act providing an exception for which documents concerning persons in treatment shall be kept confidential.
