Removes the Liquor Control Board's discretion to issue licenses in those areas of Pennsylvania defined as resort areas.

Establishes a board of arbitration.

Amends Public Welfare Code denying eligibility for allowance for moving expense resulting from certain nonpayment of rent.

Provides for licensing of liquor establishments and beer distributors by the Department of Revenue.

Defines "document" so as to exclude certain transfers between former husbands and wives.

Authorizes the issuing of special occasion permits for veterans organizations that have been in existence for at least ten years.

Provides for landlord ratepayers and tenants, and for notice prior to discontinuance of service.

Provides that service of a petition for the involuntary termination of parental rights shall be by certified mail.

Raises the ceiling on non-bid contracts or purchases of governmental entities.
