Amends the Solid Waste Management Act providing for notice of certain applications and approvals of permits and licenses.

Excludes all capital gains earned by persons entitled to property tax rebates from the personal income tax.

Implements school real property tax relief and municipal tax reform.

Increases the penalty for interfering with custody of children from a misdemeanor to a felony.

Excludes the sale of fire safety devices from the sales and use tax.

Urges legislation repealing the Federal legislation which eliminates the eligibility for one term, honorably discharged ex-servicemen to receive unemployment compensation benefits.

Authorizes the creation of agricultural areas.

Raises the ceiling on non-bid contracts or purchases of governmental entities.

Repeals the act which creates an Oil and Gas Inspectors Examining Board.

Imposes a tax on aviation fuels and establishes a Private Airport Trust Fund.
