Repeals the act which authorizes the capture or destruction of unprotected birds in public places.

Prohibits the manufacture and sale of certain bullets.

Authorizes Philadelphia to issue bonds and notes to finance accounts receivable and inventories of any municipal utility in the City.

Conveys land to Mahaffey Borough, Clearfield County for a mini-park.

Requires the retail dealers of liquid fuels to state the liquid fuels tax separately from the price of the liquid fuels on display fuel price signs.

Provides for producers of agricultural products to organize and bargain for a price with "marketers" of their products.

Excludes the retail sale of oil from the sales tax.

Amends the Pennsylvania Scenic Rivers Act removing provisions relating to eminent domain and adding an additional classification known as pastoral rivers.

Requires the Bureau of Conservation, Economics and Energy Planning of the Public Utilities Commission to determine what changes would be required to convert Three Mile Island's Unit Number One to a coal or coal-derived fueled plant.
