Repeals the act which relates to the salary of county officers and payment of fees received by them into the state our county treasury in certain counties.

Prescribes standard policy provisions relating to group insurance.

Amends the Public School Code permitting the retention of photographed or microfilmed copies of records.

Prohibits the application of certain rates of public utilities to service rendered prior to their approval.

Establishes a committee to adopt a master plan for restoration, preservation and stabilization of the Capitol.

Adds an additional exclusion from the sales and use tax.

Adds a subsection to Title 75 (Vehicles) which will not permit the department to keep copies of photographs taken for the operator's license.

Requires that the Department of Environmental Resources assume certain enforcement powers with regard to public water supplies.

Provides for a referendum and voter approval prior to certain utility rate increases.

Raises the level of allowed compensation deferral for political subdivision employees.
