Requires that the Department of Environmental Resources assume certain enforcement powers with regard to public water supplies.

Adds a subsection to Title 75 (Vehicles) which will not permit the department to keep copies of photographs taken for the operator's license.

Requires the Department of Transportation to conduct a study to determine the need for a program to induce railroads to purchase coal fueled locomotives.

Amends the Public School Code permitting the retention of photographed or microfilmed copies of records.

Establishes a system of maintenance funding for interstate highways.

Establishes a committee to adopt a master plan for restoration, preservation and stabilization of the Capitol.

Adds an additional exclusion from the sales and use tax.

Prescribes standard policy provisions relating to group insurance.

Requires that caffeine pills only be sold in registered pharmacies or dispensed by a physician.

Repeals the act which relates to the salary of county officers and payment of fees received by them into the state our county treasury in certain counties.
