Repeals the act which regulated rates and prices of wagoners, carters, draymen, porters, wood-sawers and chimney-sweepers in Philadelphia.

Prescribes standard policy provisions relating to group insurance.

Requires public eating establishments to post first aid instructions related to choking.

Provides for the powers of Parking Authorities as it relates to on-street parking.

Urges the Atomic Safety and Licensing Board to proceed expeditiously with its hearing on restarting Three Mile Island.

Authorizes, with approval of the electors, part of the funds for nursing homes to be used for loans to repair, reconstruct and rehabilitate personal care boarding homes.

Creates the High Speed Intercity Rail Passenger Commission.

Amends the First Class City Permanent Registration Act providing for the approval of official registration of application cards and authorizing change of registration by mail.

Authorizes recipients of bad checks to be awarded costs resulting from bad checks.

Establishes the Office of Crime Victims.
