Amends the First Class City Permanent Registration Act providing for the approval of official registration of application cards and authorizing change of registration by mail.

Creates the High Speed Intercity Rail Passenger Commission.

Provides for the conversion of electric generating facilities from oil to coal or synthetic fuel in certain cases.

Requires public eating establishments to post first aid instructions related to choking.

Imposes an additional tax on liquid fuels used or sold and delivered in the Commonwealth.

Urges the Atomic Safety and Licensing Board to proceed expeditiously with its hearing on restarting Three Mile Island.

Authorizes, with approval of the electors, part of the funds for nursing homes to be used for loans to repair, reconstruct and rehabilitate personal care boarding homes.

Prescribes standard policy provisions relating to group insurance.

Further provides for unlawful acts concerning liquor, malt and brewed beverages.

Repeals the act which regulated rates and prices of wagoners, carters, draymen, porters, wood-sawers and chimney-sweepers in Philadelphia.
