Repeals the act which authorizes the Board of Public Charities to employ persons to advise them of the probable cost of proposed construction or repairs to buildings referred to the Board by law.

Apportions the Commonwealth into congressional districts in conformity with constitutional requirements.

Prohibits the use of internal combustion engines in underground coal mines.

Provides a credit for fuel taxes paid by certain owners of refuse vehicles.

Establishes a task force to identify federal program cuts, assign priorities, recommend legislation and changes in federal tax laws.

Requires an emergency telephone along each mile of the Pennsylvania Turnpike and its extensions.

Requires certain mandatory policy provisions in accident and sickness insurance policies to provide for substance abuse treatment.

Requires fingerprinting of persons arrested for retail theft immediately after the arrest.

Authorizes the State Treasurer to contract with the Depository Trust Company for the execution of securities transactions.

Requires that any person under age 19 or who has been a licensed Class 5 or 6 operator under one year wear protective headgear when operating a motorcycle.
