Repeals the act to relieve employees from certain prosecutions and punishments for conspiracy.

Amends the Professional Engineers Registration Law making it clear that licensure is not required for writing of deed descriptions.

Amends the Public School Code providing for expenses for attendance at meetings.

Establishes a Citizens Utility Board in Pennsylvania.

Investigates the manner in which dental services are performed.

Provides certain credits for earned income taxes and making a repeal.

Provides for the authority of the Department of Public Welfare as to investigation and enforcement and changing certain penalties.

Provides for the court to assess certain costs on certain criminal defendants and for a schedule of limited repayments.

Exempts taxpayers with a tax liability of $5 or less from the requirement that they file a tax return.

Creates a sales tax exemption for the purchase and cost of installation of a "solar energy conversion device."
