Allows employers who withhold the personal income tax from employees to deduct one percent as a collection fee.

Amends the Second Class County Code increasing the amount a purchase or contract could be before being subject to bid.

Excludes from the tax base of the utilities gross receipts tax that amount of the base which represents the tax itself.

Provides for the eligibility of State blind pension recipients for medical assistance.
