Amends the State Highway Department Law deleting provisions authorizing payments to suppliers prior to delivery of fabricated steel and prestressed beams.

Provides for instruction for exceptional children.

Memorialize the President and Congress to cut off all military aid to Iran.

Provides for the refund of the unused portion of any collected vehicle license fee.

Provides for a Lands Management Commission within the Department of Agriculture.

Establishes an assigned risk plan for the issuance of bonds that are required to be posted under State law.

Provides a ban on the distribution, sale and use of certain chemicals as sewage system cleaners.
