Amends the section of the Administrative Code regarding the lapsing of funds by changing prescribed deadlines.

Exempts interest from "all-savers" certificates to the extent exempt from Federal income tax.

Authorizes land exchange between the Commonwealth and the Center Church in Brethren, Middlecreek Township, Somerset County.

Raises the income exemption level for per capita, occupation and occupational privilege taxes in certain counties.

Allows medical assistance payments to be paid directly to an eligible person residing in a nursing home.

Changes exclusions from the sales tax for charitable, firemen's, educational or religious organizations.

Authorizes the Division of State Forest Management to contract with sportsmen clubs to cut tree boughs on State forest lands for game animals to feed on.

Authorizes economically disadvantaged senior citizens to defer their property tax liabilities.

Imposes additional requirements relating to complaints seeking the removal of township officers.

Prohibits the use of any funds appropriated herein for the "pothole hotline."
