Amends the Senior Citizens Property Tax or Rent Rebate and Older Persons Inflation Needs Act authorizing the filing of claims for previous years.

Codifies and reforms the laws relating to constables.

Provides for limited Township reimbursement in certain circumstances.

Provides for the confiscation of vehicle licenses by a police officer under certain conditions.

Increases the number of days a county retiree may work on a per diem basis and not be considered reemployed.

Prohibits the disturbing of game with the intent of disrupting the lawful hunting of such game.

Provides for enrollment in political parties.

Excludes State colleges and universities from the powers and duties imposed on the Director of Publications.

Makes incest a misdemeanor of the first degree if that offense occurs with a stepchild.

Provides that no person shall be evicted from court unless the person's misbehavior obstructs the administration of justice.
