Extends benefits to police chiefs or heads of police departments who have been removed from bargaining units by the Pennsylvania Labor Relations Board.

Increases reimbursement for school building construction.

Removes the requirement that justices and judges be members of the Bar.

Requires the Department of Health to report monthly to the registration commission the deaths of residents of that county.

Provides for the minimum number of days schools are required to be kept open.

Provides for group self-insurance funds for State colleges for workers' compensation liabilities.

Amends the Surface Mining Conservation and Reclamation Act deleting the requirement of recording certain forms.

Allows both spouses to exempt payments for the purposes of determining poverty income which are exempt for one spouse.
