Amends the Liquid Fuels Tax Municipal Allocation Law providing for the use of the tax proceeds.

Provides for expanding wagering at thoroughbred racing tracks to include wagering involving more than two horses in one or more races.

Provides for fines, recognizances and other forfeitures for certain violations of the Vehicle Code to be paid to municipalities.

Requires departments, boards and commissions to pay out of their collections refunds for license, rental or permit fees erroneously collected.

Provides that no person shall possess with intent to distribute a noncontrolled substance.

Amends the Insurance Company Law adding certain requirements before which members of certain mutual insurance companies shall be liable to assessment.

Amends the Vehicle Code requiring issuance of a permit for installation of traffic control signals under certain circumstances.

Amends the Pennsylvania Workmen's Compensation Act limiting the fees for expert witnesses and barring the award for stenographic fees.

Designates the Lehighton-Weissport Bridge in Carbon County as the Thomas J. McCall Memorial Bridge.

Requires health and accident insurance coverage to become effective upon the rehiring of certain individuals.
