Amends the Municipality Planning Code adding a definition of "substantially completed."

Amends the Real Estate Tax Sale Law providing for the returns by collectors in certain cases.

Establishes a Judicial Center in Harrisburg.

Insures the development and organization of a comprehensive and coordinated health care system to provide needed health care at reasonable cost.
