Prohibits the Department of Transportation from expending any public funds for an emission inspection program.

Provides for provisions prohibiting the transfer of vehicle registration to evade certain financial responsibility requirements.

Provides for steam and hot water heating systems.

Requires a petition to request a change from a first class township to a second class township.

Requires welfare recipients or applicants for general assistance to cooperate with the Department of Public Welfare in identifying their eligibility for Federal programs.

Excludes motor vehicles manufactured or assembled in Pennsylvania from the sales tax.

Amends the Public Welfare Code requiring all checks for assistance to contain the recipient social security number.

Amends the Election Code further limiting the ballots to be counted.

Provides requirements for attendance at religious schools.

Provides for the expiration and renewal of drivers' licenses and learners' permits.
